Most tool bags are built by accretion. A tool goes in because it was needed once and never comes out, and eighteen months later the bag weighs 44 lb and nobody knows why. The alternative is to treat the bag the way you would treat any load-bearing assembly: fix the allowable load first, then allocate it.

Step 1: set the weight budget
The NIOSH revised lifting equation gives a defensible starting point. It begins from a load constant of 51 lb (23 kg) under ideal conditions and applies six multipliers, each of which reduces the recommended weight limit for a real lift.
Now adjust for reality. If you routinely lift the bag from ground level while twisted (reaching into a van side door), AM drops to about 0.87 at 40 degrees and the number falls near 27 lb. If you also carry it one-handed for any distance, come down again. OSHA sets no numeric limit and handles lifting hazards through the general duty clause, so the ceiling is yours to set and defend.
Add one more constraint if you work off ladders. A ladder's duty rating is the maximum intended load, and both OSHA and the ladder manufacturers define that as the worker plus clothing plus all tools and materials. On a Type IA ladder rated 300 lb, a 220 lb worker in boots and a belt has roughly 70 lb of margin for everything they carry up. That is a system limit, not a suggestion.
Step 2: subtract the container
Empty bag weight is the first line item, and it is the easiest weight to buy back.

Step 4: cut to budget
You are 14.5 lb over a 28 lb budget. Cut in this order.
- Van-only items (9.8 lb). The bender, the knockout set and the pulling lube do not belong in a bag that goes up a ladder. They belong in the vehicle. New total: 32.7 lb.
- Duplicate capability (2.5 lb). The clamp meter and the multimeter overlap for most service work; keep whichever your work demands and leave the other in the van. The cable cutter overlaps with the lineman's pliers for anything under about 6 AWG. New total: about 30.8 lb.
- Occasional cutting (1.4 lb). The hacksaw and keyhole saw are task tools, not carry tools. Move them into the ladder bag only when the job calls for cutting. New total: about 29.4 lb.
- Right-size the container (1.5 lb). A 3 lb open tote instead of a 4.5 lb zip bag. New total: about 27.9 lb. Under budget.
The two-bag strategy
The single biggest weight reduction available is not a lighter tool, it is a second container.
- Bag A, the ladder bag. Small, light, under 15 lb (6.8 kg) loaded. It goes to the work position: up the ladder, into the attic, into the crawl space, into the panel room. It holds only the tools that one task consumes.
- Bag B, the van bag or box. Larger, 30 to 60 lb, never carried far. It stays at the vehicle or at the staging point. It holds second-tier tools, consumables in bulk, spare batteries and the specialty items.
The cost of this system is walks back to the vehicle. The benefit is that the weight you actually carry, repeatedly, all day, drops by half or more. Because injury risk from manual handling accumulates with repetition rather than with single events, halving the repeated load is worth far more than halving the occasional one.
A practical rule: if you go back to the van for a given item more than twice in a day, it moves to Bag A. If an item in Bag A goes a full week untouched, it moves to Bag B. Run that promotion and demotion rule for a month and the kit converges on itself.

The belt pouch deserves attention because it does not count against the bag budget in the same way. Weight on a belt sits at the hips, close to your center of mass, supported by your pelvis rather than your shoulder girdle. That is a far cheaper place to carry 4 lb than in a bag on one arm. Organize by circuit of work, not by tool type
Sorting a bag by tool type (all pliers here, all drivers there) produces a bag that looks organized and works badly, because no real task uses one tool type. Sorting by circuit of work means grouping every item a single job step consumes into one zone.
Example zones for a residential service bag:
- Device zone: strippers, 11-in-1 driver, torque screwdriver, wire nuts, tester, tape. Everything needed to terminate a receptacle or switch, in one place, reachable with one hand.
- Diagnostic zone: multimeter, leads, non-contact tester, plug-in tester, flashlight. The kit for the first ten minutes of any service call.
- Cut and fasten zone: utility knife, tape measure, level, hammer, screws.
- Overflow: everything that does not belong to a step and is therefore a candidate for demotion to Bag B.
The test is whether you can complete a whole task from one zone without reaching into another. If not, the zone boundary is wrong. What goes wrong
Budget drift. The bag was 28 lb in March and is 38 lb in September because nothing ever gets removed. Fix it with a scheduled reweigh: put the bag on a bathroom scale once a month and compare to the number you wrote down.
Consumables as ballast. Fasteners, connectors, tape and labels creep up in weight faster than tools because they are individually light. A full assortment case can be 3 lb on its own. Batteries. Cordless platform batteries are dense. Two 5.0 Ah packs can exceed 3 lb together. Carry one, charge the other in the vehicle.
Buying a bigger bag. A larger bag does not solve an overweight kit, it removes the constraint that was limiting it.
